Family Self-Sufficiency Program

The Family Self-Sufficiency Program (FSS) is a voluntary program offered to EPHA Housing Choice and Public Housing participants. This program was established by HUD and is designed to assist families in becoming economically self-sufficient.

The FSS program requires each head of household to enter into a 5 year contract. The head of household as well as any adult members over the age of 18 in the household that wish to participate, will work one on one with the FSS Coordinator to establish a list of obtainable life, financial, and career goals.

 

During your contract period participants will attend specified workshops and training sessions that will help them with their goals of becoming self sufficient.

(Currently ports are not qualified for this program)

Your Escrow Account

Let Your Savings Grow With an Escrow

 

  • The amount of the increase in family rent resulting from an increase in earned income is escrowed.

 

  • The general concept of the escrow account is that FSS families continue to pay rent in accordance with their incomes.

 

  • The IRS does not count the funds or interest on the funds in the escrow account as income for purposes of income taxes, either before or when the family actually receives the escrow.

 

  • The PHA cannot restrict a family’s use of FSS escrow account funds withdrawn by the family unless the funds are withdrawn to aid in the completion of an interim goal.

 

Homeownership Opportunities

Under the homeownership program FSS participants that qualify will be given the opportunity to use their HCV rental assistance for homeownership assistance.

 

*You must be on the FSS Program initially to qualify for the homeownership program.
